Encoding Instructions (old P4 version)

The WWP encodes roman numerals without any special treatment. If they are renditionally distinct, we treat them as we would any other word or phrase, giving them the encoding appropriate to their condition. If the numeral is renditionally distinct for no apparent reason (perhaps simply because it is a numeral), it should be encoded with hi. Roman numerals that represent a date should be encoded with date, with a value attribute giving the regularized form of the date (e.g. 1774-04-12).
